CReDo White Labelled data license – Participation Agreement

Summary

In 2022 the CReDo team published a sample data exploration licence (DEL) for use in cross-sector data sharing initiatives, based on the original licence used to onboard asset owning organisations to CReDo. The licence grants the CReDo project team access to “exploration data” from asset owner organisations, or data which is made available for a permitted purpose.  

One of the gaps within the 2022 DEL is that the licence does not identify a mechanism for change within the project. Such changes may include (1) sharing data from new asset owning organisations; (2) sharing new data from asset owning organisations that have previously agreed to the DEL; and (3) granting data access to new project partners that are not asset owning organisations.  

To achieve cross-sector data sharing at scale, data sharing initiatives including CReDo will need to address change to the project environment within their data sharing governance. Without clear guidelines to manage change, achieving cross-sector data sharing at scale will be delayed. 

With this in mind, the CReDo team have developed a new set of legal document templates** with the aim of supporting cross-sector data sharing at scale:  

• A Data Exploration Licence  (DEL) template, which outlines (1) a governance process for onboarding new asset owning organisations who wish to provide data to the project; and (2) a governance process for updating data already shared by asset owning organisations  
• A new Participation Agreement (PA), which grants data access to non-data providing participant organisations for project development 

While these documents are not currently implemented within the CReDo programme, they are based on key learnings of the project team.  

We hope that these templates can be leveraged by data sharing initiatives across organisational and sectoral boundaries to encourage growth of the data sharing economy at scale.
