The UK Government’s AI blueprint signals an exciting moment for innovation. Digital twins and data-sharing infrastructure will be central to realising this vision, not just as tools for technological advancement but as catalysts for regional growth and resilience. By aligning AI Growth Zones with existing regional initiatives, we have a unique opportunity to ensure that innovation is inclusive, impactful, and sustainable.

Today’s announcement of the UK Government’s ambitious 50-point plan to ‘turbocharge AI’ marks an exciting milestone for innovation across the nation. At the Digital Twin Hub, we welcome this bold vision, which emphasises long-term investment in AI capabilities, infrastructure and collaboration.

Digital twins and data-sharing infrastructure are critical enablers of this vision, providing the tools to model, test, and optimise real-world systems and amplify the effectiveness of AI solutions. Additionally, the plan’s focus on AI Growth Zones highlights a unique opportunity to align innovation with the UK’s devolution agenda, creating a stronger foundation for regional growth and impact.

1. AI Growth Zones: Amplifying regional innovation

The establishment of AI Growth Zones is a key feature of the plan, designed to boost AI innovation by creating hubs of expertise and investment. These zones can play a pivotal role in supporting the UK’s regional economies by aligning with and amplifying the impact of existing Innovation Zones, which have been at the heart of local and devolved efforts to drive economic development.

By integrating AI Growth Zones with existing regional initiatives, such as those led by combined authorities or local governments, the UK can ensure that the benefits of AI are distributed more equitably. This approach enhances devolution by empowering regions with the tools, infrastructure, and partnerships needed to address their unique challenges and opportunities.

2. Building regional ecosystems through data-sharing AI Growth Zones can also serve as focal points for advancing data-sharing infrastructure, creating localised networks that connect public, private, and academic stakeholders. These ecosystems are vital for enabling digital twin technologies, which require high-quality, interoperable data to deliver accurate and actionable insights.

In devolved regions, this could mean using digital twins to improve local infrastructure, optimise public services, and tackle region-specific challenges such as transport bottlenecks or energy transitions. Aligning data-sharing frameworks with regional priorities ensures that innovation is not only cutting-edge but also relevant and impactful.

3. Scan > Pilot > Scale: A proven path to regional success

The Government’s Scan > Pilot > Scale approach to AI, mirrors the successful methods employed by the Catapult Network, which has been instrumental in fostering regional innovation. By combining this approach with the resources of AI Growth Zones, local authorities and devolved administrations can accelerate the development and deployment of AI-driven solutions tailored to their specific needs.

Digital twins are a natural fit for this framework, offering a secure, low-risk environment to test and refine innovations before scaling them up across regions. This iterative process ensures that both national and local priorities are met effectively and efficiently.

4. Shaping data for regional growth

Government emphasis on strategically shaping data collection aligns perfectly with the goals of AI Growth Zones. By prioritising the creation of new, high-value datasets that address local needs, these zones can empower devolved regions to harness AI and digital twin technologies to drive targeted economic and social outcomes.

For example, regions with a focus on renewable energy could benefit from tailored datasets that enhance energy grid optimisation, while those prioritising transport innovation could leverage data to improve mobility and reduce congestion.

5. Driving collaboration through Knowledge Hubs

The AI Knowledge Hub complements AI Growth Zones by fostering collaboration and knowledge-sharing across regions. By connecting devolved administrations, local businesses, and academic institutions, these hubs ensure that innovation does not occur in silos but as part of a coordinated, nationwide effort.

At the Digital Twin Hub, we believe that AI Growth Zones, aligned with the UK’s devolution agenda, have the potential to unlock unprecedented opportunities for regional innovation. By integrating digital twins, data-sharing infrastructure, and strategic partnerships, these zones can drive equitable growth, amplify local impact, and position the UK as a global leader in AI innovation.

What next?

We’re excited to collaborate with policymakers, local authorities, and innovators to realise the full potential of this plan. How do you see digital twins and AI Growth Zones shaping the future of regional development? Let’s collaborate to turn this bold plan into reality.

  1. AI, digital twins and data-sharing infrastructure are all useful enablers on their own, however, combined they have the ability to help us solve our global systemic challenges of climate change and resilience, biodiversity loss and social equity. The more joined up thinking and the more interoperable the solutions, the quicker we can solve these problems, that won’t be solved by individuals working in silos or by one single tool.
